An interesting point is that spells can be considered (some, at least) as weapons of mass destruction and, therefore, development in those areas might be restricted. I'm sure JKR never thought about those aspects, but, as you point out, the lack of development and conservatism can be seen immediately. Even more puzzling, wizards could live in a post-scarcity utopia. There is zero material cost in conjuring material goods and, according to canon, wizards only get better by practicing their spells, so there is intrinsic value in creating value. And, yet, they opt out of evolving at all.
